Here in Verse 3 the misery throughout the captivity's periods is exposed, as to its magnitude. Such is twofold: first, the servitude itself is lamented regarding suppression of human kind, second as to its possessions. As expressed further on in Verse 7: "When her people fell into the hand of the foe, and there was none to help her, the foe gloated over her, mocking at her downfall."
