For He restrains them from murmuring: whence He says: "Do not murmur among yourselves": and rightly so, because it profits nothing; Wisdom 1: "Guard yourselves from murmuring, which profits nothing," but rather harms: 1 Corinthians 10: "Neither let us murmur, as some of them murmured."
